config-service: Use build-helper-maven-plugin to set classpath to java files generated by jaxws-maven-plugin. #241

The directory used by jaxws-maven-plugin can be specified by 
build-helper-maven-plugin.

Attached patch changes the directory jaxws-maven-plugin uses to store generate 
Java files, and adds the directory into classpath. Also it removes existing 
Java files that can be generated by jaxws-maven-plugin.
