Add SRV management to DNS Responder in .NET RI #247

.Net RI is missing support for managing SRV records.  The DNS Responder and 
service is capable of hosting SRV records but there is not management in Config 
Console or the web admin.

Add support in the ConfigConsole and Admin UI
