XD fails with multiple recipients #248

What steps will reproduce the problem?
1.Create ProvideAndRegisterDocumentSet-b action request with soapUI
2.Include 2 <direct:to> address recipients
3.Send

What is the expected output? What do you see instead?
Expect XD message will successfully forward to both recipients
Instead, receive error: Illegal semicolon, not in group

What version of the product are you using? On what operating system?

Line 156 in class org.nhind.xdr.DocumentRepositoryAbstract 
This assigns to an array list but the value coming from threadData is single 
semicolon separated string of the concatenated addresses.
The result is that this single delimited string is pushed into the first array 
element. Later when it attempts to send using the values from this array list 
it fails.
