[stdlib] Refactor stdlib release tool and release stdlib v1 #1681

Summary

Refactor stdlib release tool and release stdlib v1

  1. Remove rooch-genesis-builder and use framework-builder to replace it.
  2. Include stdlib released files in framework-release/released(exclude the latest).
  3. GenesisConfig includes stdlib_version.
  4. Auto-release the latest stdlib when building the project.
  5. Try the first release, v1; if the framework has a breaking change, we should remove the v1 and release again(before the main network).
