[test] Bitcoin block tester #2480

Summary

Implement BitcoinBlockTester

  1. Build a genesis for a particular Bitcoin block and prepare the dependent utxo, then execute the block and verify the result.
  2. Provide an util to reverse the hex string
  3. Unify the InscriptionId with BitcoinInscriptionID, and make InscriptionId be pub(crate).

TODO: Support Inscription transfer track and verify.
