ci: skip rbd command in ci

until we fix the rbd hang command issue let's skip this in CI so that other PR's CI goes to running.

There is issue created to track CI issue #249

instead of commenting it , remove the code and we can use git revert to revert back the changes. WDYT?

I commented on those so that if someone(or me) look at that, gets reminder to fix the CI issue :XD
