This PR adds a missing LICENSE files for this repo:

Source code is under Apache 2.0 license
Documentation distributed under CC-BY-4.0
README clarifies between the two

Fixes #103

I think actually this repo should be dual licensed, the source code should be Apache 2, but the documentation should have the CC-BY-4.0 license as declared on the rook.io website:

I've updated this PR to include both licenses and updated the README to clarify between the two.

@travisn @galexrt this is ready for review :)
