Update the help docs index to still point to 1.9 #140

After 1.10 is officially released we will change this index again. For now, 1.9 docs are still considered the latest stable.

This update doesn't seem necessary anymore with the new docs. I still see the docs pointing to release-1.9 as the latest release. @galexrt How will we mark the 1.10 docs as the latest release when we are ready?

@travisn You should be able to just update the urls in this repo for the getting started and docs button each.
