This PR just adds a little clarity to outsiders where to send proposed documentation to, as well as what this repo is for.
I admit I was a little confused about how to add a new page to the Ceph docs, as I was trying to find out how documentation was generated from it and in other repos I've often found the static site build scripts to be stored there as well. Eventually the Makefile pointed me here and it made a bit more sense.
If this isn't the right thing to do I take no offence in it being closed 🙂
