they do show up only if you have the permission

no, i made my friend mod and mod doesn't have the clear messages thing, but i think it still showed up for him. you can test it and if it's ok just close this issue

dude admin panel is for ADMINS not mods i made the admin panel a compound thing of course the button wont dissappear if you arent admin on an ADMIN PANEL
