move agreements back into ./agreements #66

reverts f3e66857c7d20d0eda717c310d7556f1215ce2f6, which breaks any external links to current agreements.

i'm curious, what was the rationale behind moving the agreements into separate sub-topics in the navigation? another option is to follow the nested navigation as in the scuttlebutt.nz FAQ.
