adding clusterFenceConfig #18

configmap for general fence logic configuration:

  1. wait periods timeout between each phase (timeout before starting isolation when node recognized as not ready
  2. timeout before moving to power management action
  3. timeout before giving up if node never comes back to ready
  4. Cluster policies flags 1.1. Skip fencing on cluster connectivity issues (x% of nodes unreachable)
