Telephony hangs when caller calls the station and host is off air

• Host has a program.
• Host hangs up to let music play.
• Someone calls in.

Desired outcome:

• Caller is put on hold
• Host is called
• They both enter a conference call with the station, on air.

Actual outcome:

• Caller's call does not connect (not ringing, but shows up in FreeSwitch logs)
• Host is not called back
• Nothing is aired
