Puts rule

New rule to exclude strings detected in a puts sentence.

Load not mentioned rules in the config file

If there are rules missing in the configuration file, those are loaded as Enabled: true.

Why are you commiting i18n_linter-1.0.0.gem?

@santib idk if it's a bad practice or not, but i have been pushing the .gem file because it would be useful for final users that wants to use the gem. wdyt?

@fpariani Do you have examples of people doing the same? Final users would just use the version that is going to be uploaded to rubygems once you release the first version.

@santib Okay, makes sense. I will exclude this file of the repository
