Make deployments perform root-slaving by default #1

Root zone slaving is necessary to achieve maximum performance, reduces visibility, and reduces overall load on DNS infrastructure.

Select root zones are publicly available for AXFR/IXFR; these should be part of the nsd and dnsdist configurations by default.
