TRACKING: Local Docker registry limitations #20

Tracking issue for issues with cross-building and Docker local registry/library limitations, so I don't have to try and keep track of them all in my head.

Cannot store cross-compiled images in the local registry, even if it's the only image. 😡

Tossing this down the hole as buildx is now GA and the go-forward upstream.
