Investigate conversion from runit #6

runit is basically unmaintained; it hasn't been updated since 2014, and has significant limitations that cause problems in this use case.

Conversion completed as of https://github.com/rootwyrm/dns_docker/commit/9c43c994c33320bdfcc52f33dc389b405648ea9d but additional cleanup still needed.
