(Docker) tc_mono no longer building in a suitable fashion #19

The tc_docker container is no longer in a building state and is using a version of Mono which is vulnerable to multiple exploits.

Update Mono to 5.8.0.108 and perform major revisions to fix build.

Commit https://github.com/rootwyrm/tc_mono/commit/a8765edcb8bd23620fd4e7e930cf0f15eadcdffc now in CI test phase, branch 5.8.0.108 and output tagged as 5.8.0.108

New builds queued up and in progress; there is a problem with -Os that causes SIGSEGV and appears to be Alpine-specific. Since we're down to 130MB for the small build (an improvement of >50MB) I'm not going to spend more time on the -Os issue.

Build time is clocking in at around 90 minutes. Basically no room for improvement on that; it's all Mono time.
