add stats grade responder #25

@noamross This is to aid resolution of disagreements on badge grades, through allowing editors to ping the bot to find the current stated grade. Commands to change that grade will follow.

@xuanxu Can you please check that this is all okay? One potential issue is that this variable only exists in one out of 6 issue templates. Thanks!

Thanks @xuanxu, we can just close this issue then. The only use was that reviewers and editors could simply ping the bot without needing to scroll back to the top of potentially long threads to locate the information buried within a comment. But since the value will always be right at the top of opening comment, that's no real burden, and fairly easy to explain where the grade is recorded, so we can just leave it at that. Thanks!
