FR: Responder for re-granting admin rights to package authors #39

After approval the package author (either author1 or one of the other authors) would write a comment "@ropensci-review-bot finalize transfer of " which would give author1 admin rights to the repository again. If the repository hasn't been transferred yet it would give an informative error "Can't find repository ropensci/, have you forgotten to transfer it first"? The command could also be run by the editor, but by no one else.

The approval comment template would be updated by me to mention this command.
