Add workflow for website PR previews?

If we keep working on docs that much, it might be a good idea to add such a workflow (PR previews of the pkgdown website via Netlify)? I can do that.

For the record

I created a Netlify website (with drag and drop, with pkgcheck website but could be a mere index.html).
I saved its API ID as repo secret, as well as a token.
I made the workflow based on what was figured out in pkgdown (for pkgdown itself) + the most recent pkgdown workflow example in r-lib/actions.

And I re-added the steps related to extra dependencies on Linux :woman_facepalming: (from pkgchecks workflows).

It worked! Tomorrow I'll make a real PR around the div problem and we'll have a preview! :tada:
