In moving towards gold badging, there will need to be an additional tag to indicate standards which can and need to be complied with for the gold badge, but which have not yet been attained.

@noamross any suggestions on useful tags here? At any given time, these standards will be in a temporary state of non-applicability, so some association with current @srrstatsNA would also be appropriate and perhaps helpful.
