Check to ensure standards addressed in single tag category only #22

Solution to #21 produced the tests/testthat/test-report.R file which dumps all standards into a srr_stats_pkg_skeleton. The full dump has all standards as "TODO", while the skeleton addresses some of them. The result is a package with some standards having multiple tags. This should be caught and appropriate messages issued.

It is already caught in the roclet; this is just not run as part of the srr_report function. Need to incorporate the corresponding code at the start of srr_report, so it errors before going further.
