Rename package rssr -> srr #6

To enable more general usage for "rOpenSci review roclets" beyond just the context of statistical software review. The roclets can, and likely will, retain the same @rssr tags, but additional tags beyond the scope of the statistical software project can then be added at any stage to enable the same package to be used in broader rOpenSci contexts.

Re-opening because i foolishly failed to check rrr, which is a long-abandoned package sitting on CRAN. Now need to repeat the re-naming to srr for "software review roclets", which is (currently) all clear for the taking.
