Update package and NEWS.md for 2.0.3 #307

thanks, merged and I've sent emld and EML to CRAN, in that order. (emld will fail the revdep check for breaking EML, but releasing EML first would cause it to fail it's own checks if run using emld 0.4.0.... so hopefully everything will go through and we'll be set again. guess this is a hazard of the 'component package' approach.
