Adding tests and fixes for unark with streamable parquet #54

The windows release is failing because of something to do with MonetDBLite-R, which appears to be archived by it's maintainer. https://github.com/MonetDB/MonetDBLite-R I'm not sure how to proceed with that. I note also that the older r-lib/action@master branch no longer exists, so I've updated the builds to accomodate the new branch, v2-branch.

We should probably add a skip_if_not_installed() to any monetdblite tests?

It's not ready yet, still getting some weird edge case failures on different machines including my local.
