Add rnag plots #11

Generalise plotting function to use either numbers or proportions of waterbodies and then have wrappers for status and rnag plots for different defaults. Will need to check ylim setting and also axis labels.

Ditching this as an enhancement as would require dealing with three factors (Year, Pressure and Status) so no easy vis possible
