add ICD-8 and 9 from Brusselaers2017 #45

Table 1, column ICD-10 (Armitage et al 2010) from Brusselaers et al. (2017) is actually a little differnt compared to Armitage et al 2010 iself. I ignore this version however and only implement the back-rtanslated icd-8/9 versions.16
