Looks like several thousand packages got a request from CRAN last week, see r-lib/roxygen2#1491 for context and the stream of people updating their packages in response
Only the change in 3ff27ab is actually required for the requested update, the rest is maintenance that we need to do along the way to keep actions passing and to cope with link rot
