tweak "console messages" section #765

@maelle This is actually a substantial change, in the sense of now recommending a whole new approach that wasn't previously mentioned. This is really important and good, but because of the potential impact, maybe we should ensure that this change is mentioned in next monthly news?

I'm not sure it's that big of a change as we keep mentioning base R tools? Could you add some phrasing in an issue of https://github.com/ropensci-org/monthly please?

First thing we should do is to write a tech note (https://github.com/ropensci/dev_guide/pull/795#issuecomment-1887130784) and then reference that. But i guess this should all be done pretty quickly, so i'll try to find time for tech note asap.
