taxize integration to replace col #24

Support for col was dropped for taxonomic name cleaning. Now I pull in taxize, which is another dependency but it seems stable. I think this fixes the build issue. Also cleaned up some docs and fixed some deprecated test functions.

appveyor build breaks because of devtools installation failure. Either fix or figure out why devtools is even a depend.
