change travis file to cache: packages and sudo: false to speed up builds #17

hey @lmullen - going through all ropensci repos trying to speed up Travis builds by using container based builds whenever possible

the build https://travis-ci.org/ropensci/historydata/builds/209091801 isn't faster than the others on the first run, but should be faster the next time since deps are cached

Thanks, @sckott. I do this on more recent packages, but I'm glad to have the old ones updated.

Cool - the larger goal is to reduce build times for all pkgs since as an non-paying org we only have so many simultaneous builds - and so it obs. helps to make all faster
