git tags and release notes #208

@SimonGoring please do remember to git tag each version that's released to cran, and associate news bits with each tag as you've done before

Thanks @sckott, I tweeted before I could tag. I wanted to be sure it was accepted & then got the notification while I was away from the computer. Will tag now.
