CSS animation package #4

Libraries such as https://daneden.github.io/animate.css/ are commonly used in slide decks to give HTML slides transitions and animate objects.

Given the popularity of @emitanaka's https://github.com/emitanaka/anicon/, it is clear that animations are popular presentation elements.

This new package would abstract anicon away from icons, allowing CSS animations to be used with any web object. The functionality of anicon would now be possible with a combination of icon and animate packages.

Na people should just use anicon all the way :P #monopoly (PS: all good also if someone wants to take over maintenance of it)
