New maintainer #15

The rdefra package needs a new maintainer. @cherylisabella kindly accepted to take on this role, thank you!

Let's document here the steps we take :)

I have now changed the DESCRIPTION file.

@cherylisabella, please add your email address to the DESCRIPTION file (there is a placeholder at the moment).
