Prepare release for 1.0.17-18

[x] R CMD check passing on rhub and winbuilder
[x] Update all package docs, NEWS, README, etc.
[x] Release to CRAN, await test results
[x] Tag and release on github when CRAN approves

This version is primarily a bugfix release fixing the build on arm64 (#102) and some latex documentation issues (#105).
