redland 1.0.17-11 release

@mbjones This pre-release passes all win-builder checks, but only passes 4/5 rhub checks. The rhub ERROR (last check shown) fails due to unknown symbols from the libxml2 library during linking, which looks like a config error, possibly with the system.

As this build doesn't pass the windows 2008 server build, it's not clear how to proceed from here. I'm not able to recreate this build currently to find out the problem.

so this really looks like a configuration issue. I'll file an issue for rhub, if one doesn't already exist for the zlib library.
