Update R `DESCRIPTION` file to enable RHub builds #86

The system requirements stated in the DESCRIPTION file don't provide sufficient information for the RHub build system to install the needed libraries for RHub test platforms. See https://github.com/r-hub/sysreqsdb for instructions

So it's not the R DESCRIPTION file that needs to change, but the RHUB repo, to support the libraries listed in the SystemRequirements. This is a problem for redland and is detailed here: https://github.com/r-hub/sysreqsdb/issues/10
