Skip tests on CRAN #53

There are now a lot of tests, and the elink examples in particular involve a lot of downloading.

It takes time to run these tests, and they will occasionally fail due to the NCBI being down. It makes sense to skips these tests on CRAN and make sure they are run locally before any release.
