First, sorry for the extremely messy pull request. Getting GH Actions to work as I expected took some trial and error. This pull request adds:

github action workflow that checks the tagged release in the official Natural Earth vector repository.
checks that version against the version this package already has.
if the official Natural Earth version number has changed, it will run the r script to download and update the .rda data and update the locally stored version number.
commits and pushes changes to the rnaturalearthhires master branch.

This also updates the .rda files to the most recent Natual Earth vector data.

It might be useful to add a workflow that updates the package version number and rebuilds the package (and maybe tags a new package release) when the Natural Earth data is updated.

Modified your action to update the package version upon data update. Did that in web browser on my phone, hope it works :)
