Tech note on FedData release, and Kyle Bocinsky headshot. #341

Description

I added a new technical note to the _drafts folder and also added assets/common-files/img/community/kyle_bocinsky.jpg. This is in relation to FedData onboarding.

Community description

Kyle is a computational archaeologist interested in human-environment interactions in the past, present, and future. He maintains FedData.
