Remove USGS BISON via the package rbison as a data source in spocc #252

Description

USGS is sunsetting their API and website for BISON
BISON data can be retrieved via GBIF now
BISON also has a GBIF instance at https://www.gbif.us
also re-recorded some test fixtures only so that i could run tests
removed mention of scrubr in a vignette as scrubr has been archived
