No sp 2022 #481

Removes dependencies on soon-to-be-retired {rgeos}, {rgdal} packages and likely more including {sp} itself. I see no reason not to upgrade, but looking for discussion so will release an intermediate {stplanr} 0.9.0 that provides a message to users onLoad.
