add a tag/release for 0.2.0 #115

Apparently there was an update to 0.2.0, which broke my code (see https://github.com/brunobrr/bdc/issues/245).

I checked taxadb (GH) for changes but there were not until I realized there's no tag/release for 0.2.0 yet. Please add one so that it gets easier to notice and compare versions.
