Which parts of NLP (POS tagging, Named Entity recognition, Sentiment Analysis, etc.) are "solved"? For what languages? For what domains (newspaper text, social media posts, etc.)?

What does a user need to apply these tools? What are the danger areas? How does she know that these tools are working correctly on her domain? What can she do if the tool doesn't work?
