Fix fair software check #155

The Fair software check on github actions is failing repeatedly. I don't know why. https://github.com/ewallace/tidyqpcr/runs/6046891994?check_suite_focus=true

Could it be fixed so that all our tests pass?

I have fixed the fair software by uses the latest version of the GitHub Action. However, there remains an issue when using R-Cmd-CHECK on the R-devel environment and one of the libraries doesn't want to install. I have not been able to find out why.
