First version of the wateRinfo package with the basic functionalities:

list stations for a variable get_stations
list variables for a station get_variables
download using the ts_id identifier get_timeseries_tsid
documentation for batch downloads of time series, period definition and in depth usage of ts_id downloads
unit tests for the input sections
