[ROADMAP] Onboard two new steering group members #130

Beginning in 2022, we are implementing service terms for ROR steering group members as we expand beyond the inaugural cohort established in 2019. Terms will be set up to stagger so that existing members will overlap with new ones.

The first new (non-pilot) members joined the group in 2022. In 2023, two new ones will follow, and the terms of two existing members will come to an end.
