Describe the current state/issue
Address information is updated during each of the actions in ror-updates that performs a relationship-related update:
Generate relationships
Update labels
Remove relationships
This is duplicative and causes these actions to take a long time to run.
Describe the desired state/solution
Perform address updates only once, after all other record changes are made. Remove update address step from the 3 scripts above and run it in a separate action.
