[ROADMAP] Make data dumps available in csv #191

ROR data dumps are currently only available in JSON. Multiple community members have requested CSV and RDF versions, similar to those that GRID previously published. We plan to add CSV and RDF versions of data dumps in 2023.

This was originally created as one issue for both CSV and RDF but we have split them into two separate issues because we decoupled this work into two distinct projects. See related issue #125
